Is there a way to a fix an annotation to a inserted feature that also reference specific dimensions of that feature?

ie: below Fig. 1 We have an annotation saved for the feature it is pointing too, but we have to insert the 2.00 and the .200 dimensions, as these to variables change per application.

Or link a dimension from the model to an annotation in the drawing?
