I am trying to build the part to use in the Fillet tutorial included with Solidworks 2017. I have the cylinder part successfully extruded, and the 2D outline of the second piece of the part built and dimensioned properly.

I am having trouble with the following part of the tutorial: "Add a Collinear relation between the vertical sketch line and the model edge as shown."

How do add this relationship, what lines do they mean? I can not get the second piece to snap to the cylindrical piece. How do I move the two pieces together to create the final part?
