ARGH!

I have tried about 10 different iterations of approaches to creating this part and none of them seem to want to let me put fillets where I need them.

The file is attached. There are six fins that connect a center body to an external shroud, and I want to fillet both ends of each fin. ie: Where each fin meets the shroud and the body I'd like a fillet around the intersection.

Anyone have any suggestions as to why this isn't working? SW 2017.
