I can't seem to get this file to pass through to the next state. The conditions are:

The file variables; which are the same across all configurations are as follows.

The only way I can perfome the transition is to remove those conditions. The default values of those variables is "+". I have moved other files through this workflow without issue. I can't figure out this individual problem.
