Running SW12-SP1, Standard (so no Toolbox)

When trying to add customized hole to the Hole Wizard database (Tools > Options > System Options > Hole Wizard/Toolbox > Configure) I receive a message, "failed to open toolbox library".  However, I can access the previously customized holes when using the HW in a part.

I can't find any references here, or at Eng-Tips or the SW KB. Anyone here know anything about it?
