Is there a way to have notifications sent back only to the user who started the particular file moving through the workflow?

We have 3 people making drawing changes.

We have 1 person signing them off

When they are signed off / not signed off, all 3 people get emails saying XXX is signed off / not signed off.

Would be much better if only the person making the revision got the email.
