EPDM Transition, Action - Send mail to user using a variable for username.

Transition, action, send mail in EPDM needs to offer a username variable in addition to Group and Username.

The additional functionality would eliminate two problems.

1. The administrative nightmare of creating filters for automatic notifications to individual users instead of a group.

2. Eliminate emails that users do not need to see. Too much email leads to ignored messages.
