We were having trouble with 2015 Edwgs not launching on some new installs of Windows 8.1 PCs.  It turns out that there was a conflict with the Graphics drivers.  We have Radeon Graphics cards on the PCs and somehow, during either the installation of Google Chrome or a Windows Update, an Intel Graphics Driver version 10.18.10.3277 was installed on these machines.  After several hours of troubleshooting, I found that if I removed this driver, then Edwgs would open and work correctly.  Go to Control Panel and then Programs and Features to see if this driver is loaded.  If so, try uninstalling it and your problem could be solved.  I hope this helps.
