From the 2013 launch event, the question was raised wheter or not you needed eDrawings Pro to markup a drawing.  Specifically, I was asked if having eDrawings Pro with a seat of SW PRO/Premium means that people without solidworks could markup with the free viewer similar to enabling the measurement tool.  I don't think it would work this way as we're hoping to use eDrawings to allow people without SW to view/markup prints.

It's pretty clear on the SW website that the markup capability is in the PRO package of eDrawings.
