How to position annotations/dimensions precisely?

The dimension "4 5/8" is not consistently placed.

I tried using generation task to set this dimension locations. The formula used is:

=(NozzleOutletLocationReturn+DWVariableHeadLength+1)/(DWConstantVesselLength+2)*100

I'm hoping that this formula would follow the nozzle location as user changed it.

But as you can see on the attached "Set annotation position problems.png". I has discrepancy on the dimension location. Where on closer location to REF, the annotation is slightly too large. And where on further location to REF, the annotation is slightly too small.

On the annotation location formula above, I kept adjusting the "1" and "2" but to no success.

Please advise.
