Drawing GD&T - Tangent Plane Modifier Always Greyed Out

I need to define a geometric tolerance using the tangent plane modifier. For more information on the tangent plane symbol, I recommend this: 

 
However, such symbol is always greyed out for me. Any suggestions on how to solve this?
