Is there a way to lock or fix where I place annotations for drawings??

Currently, I'm working on an assembly drawing (2 parts, see attached), but I've seen this with part dwgs, as well.  It will usually happen on "rebuild", but sometimes will even happen switching in between windows in SW-- and sometimes it doesn't happen.  Can I "force" the annotations to stay put?
