I'm trying to mate one part to another part a specific distance  and it fails with " Commponent cannot be moved to a position wihich satisfies the mate........... I've verified the sketch is fully defined and there are not relations to other parts. I've changed the sketch plane from the desired mated face to one of the assembly's plan. And nothing works.  I've gone through the forums and can't find a solution there either. What am I missing?

I want the lever to act as a cam driving the hinged CasterSuport

So my plan is to 

move the lever 5 5/8 inches from V Support

then have the surface of the lever drive the CasterSuport  (cam mate)

concentric mate between edge of hole on lever and V support
