Creating 2D section block 

I have a configurable model of this threshold section to generate views for making saved drawing blocks. (Reference annotation dimensions marked for drawing) 

It looks great in the drawing until I convert the section drawing view to a block.  At that point, the dimensions and arrowheads go coo-coo-crazy.

(2D block, placed into another drawing with same sheet format with scale=1)

(2D block, placed into another drawing with same sheet format with scale=.15)

Are there conflicting drawing settings that are changing proportions?   My intent is to keep everything the same.  I’m specifying the same sheet format.   Any ideas?
