My Question - In solidworks 2024, why is it when you have a dimension style and you use the property manager to change the number of decimals places it changes the dimension style back to the default dimension style.

Googles answer in short - That's the way it is.

If you can't change a dimension style like you can the default dimension style by changing the number of decimal places or adding a special character what good are dimension styles.
