CSWA Practice: Should I really be assuming constraints here?

Should I really be assuming constraints relations here? They marked the other tangent constraints, why not these?

I have always been told (and CSWP tips ALLWAYS say) do not assume things that are not shown.

When I decided to make the assumptions of these two relations I got the right answers, but at a huge cost in time to cave-in and make said assumptions.

Should I be making assumptions like this when I go to take the CSWP? It feels very wrong to need to assume relations when other tangential and coincident relations are explicitly shown, but explicitly left off in these key places.
