Is there a way in EPDM to create a custom dialog box that can be called from a menu item (in the right-click menu?

What I want to do is be able to create a dialog box that can be accessed through a menu in the PDM (Windows Explorer interface) that will allow people to enter some information, select some items from a list, and then send the request to a person.  What I would like the PDM to do then take that info from the dialog box and send it in an email.

Can I create the dialog box with the Card Editor or do I need to use an external programming language, like VB or C# and then tie it into the PDM?

Any ideas or suggestions?  I am pretty fluent in C#.NET and VB.NET.

(I normally would have my guys use the internal mail system, but many of them are not very PC literate, so I'm trying to find an easier way for them to put a request in to our office from the factory.)

We are using Enterprise PDM 2012.
