How does SW decide whether to add an extension line to circular dimensions?  In the attached image, I have two similar dimensions side by side and one has an extension line but the other does not.  I cannot get the second dimension to have one.  Does the user have any control over the appearance of the extension line?

By the way, I'm using 2011 today.
