SolidWorks 2015 SP4

I have a user that is have problems selecting a plane on parts unless there is a piece of the plane not enveloped by the part.  He also cannot select an entity of a sketch through a part when he is in sketch mode so that he can convert it...Unless he selects shift prior to selecting the line or the plane.

I cannot find the proper setting to change, would you give me some suggestions?
