SolidWorks Workgroup PDM 2012 SP4.0 - Build: 0064

Cannot rebuild the vault using the "Rebuild Vault..." command. Steps tried:

1. Lock vault.
2. Verify everyone is out of the vault.
3. Choose Rebuild Vault...
4. Repair options dialog opens.
5. Choose OK
6. Message: "The vault will be shutdown and all clients will not be able to access the vault! Do you wish to continue?"
   
7. Choose Yes
8. Dialog title "pdmwVaultAdmin" "Can not stop PDMWorks service." (must choose OK)

I've tried changing the vault service to log on with my admin credentials, upgrading the vault to the latest SP, verifying the vault admin and vault are at the same revision, etc.

Any ideas?
