When I try to do so, I get an error message claiming "Both of the selected components are fixed or full defined, so any mate between them will be ingored"

So, I couldn't mate them due to that error. Have no idea what being fixed or full defined are. Just modeled the pieces and then created a new assembly, but didn't work.

How can I overcome this problem ?
