How do I get the proper drawing callout for the 5.5mm holes shown?

When I place a screw clearance hole in the model why can I not get it

to use   for only the screw clearance hole.

for a plain hole I do not want the    call out

BUT where is there in the calloutformat.txt file a place for the

cannot find it in my call out format txt file
