Once again I'm experiencing a bug with inserting a part into an assembly. One options is to enable the "rotate context toolbar" which allows the user to rotate the part prior to placing it. When enabled the toolbar doesn't come up, (not seen). 

I had this issue with previous releases and I'm surprised this hasn't been resolved.
