I setup a transition notification and added the users I wanted notified. I thought that by not selecting "dynamic selection" everyone in the users list would automatically be notified.  During testing I found that no notifications were being sent out to the users in the list. Is there a way to send a notification to someone automatically? For instance when a quote is sent to a review state I want every appover to get notified, I shouldn't have to select everyone manually. I know I am missing something easy.
