Can predefined view (created in a drawing template) be scaled automatically, depending on the model used to create drawing, without changing the drawing sheet scale manually? 

It seem like my predefined view did not scaled automatically and only follow the drawing sheet scale defined in the template.

(Even with the automatically scale new drawing view setting ticked, the result is the same, I think this setting is only applicable for view created manually?)
