Ok, so I have brand new datum plane created off a known feature.  The planes appear at the end of the model tree just like they should, but when I try to drag/drop them they will not move.  There is no reason for this behavior, I am not trying to put a child above a parent.  Anyone had this issue and know a resolution??  My screenshot does show an assembly tree, but it's happened in part files too.
