I have a drawing. I placed a weld symbol. Move to another area of the drawing. Insert, Annotation, Note, pick the symbol icon to place a centerline symbol. Up pops the weld type symbol dialog box. I can't place any of the "note" symbols. The only option is the weld type symbol. I am going to try to close the drawing, log out, and restart SW to see if the fixes it.
