In a normal assembly drawing, I can attach balloon anchors anywhere I wish along an edge.

But when I use a Model Break View to create create a broken assembly view, the balloon anchors snap to the edge end point.  Dragging them to a different point on the edge merely snaps to the opposite end point.

Is this a bug or is there an obscure option buried somewhere that I can't find?
