I can't figure out what permissions to set to allow one of our users to have the ability to make configuration changes to our epdm controlled toolbox. I tried giving them folder permissions, and no matter what when they try to open Toolbox settings 2014, or even try to make configuration changes through Solidworks, they are greeted by the popup box:

What am I doing wrong? I can't find any help in the epdm reference book, and I am at a loss.

Toolbox on it's own works fine, but sometimes we need to add a length of a screw that isn't in the standard database, of something similar, and I'm forced to do it through admin, and I don't want to be the only one who can add configuratios.

Any Ideas?

We are running SW2014 and EPDM 2014, both SP3.
