3D Experience Doesn't Launch Even After Trying Suggested Fixes

I recently got a maker's liscence for SOLIDWORKS. Using the chrome browser, I downloaded and installed 3DEXPERIENCELauncher, but I can't open it. I found the 3DEXPERIENCE Launcher folder and in it are 4 application files:

3DEXPERIENCELauncher (4,851 KB) -- It is missing an icon

3DEXPERIENCELauncherBackbone (2,132 KB) - Has an icon

3DEXPERIENCELauncherSysTray (1,105 KB) - Has an icon

DSYCommunicationHubLauncher (6,915 KB) - Has an icon

I have tried to run the 3DEXPERIENCELauncher, but only get the briefest flash of a window opening, then nothing. In my TaskManager, I see the 3DExperienceLauncher and 3DEXPERIENCELauncherSysTray apps as background processes, but they have no CPU usage, no memory usage, and no network usage. The 3DExperience website continues to ask me to download 3DExperience and I cannot download SolidWorks. 

I am using a new Lenovo laptop with Windows 11 Pro and have Norton anti-virus. I have tried the following fixes:

  • Using either Chrome or Edge as my browser
  • Disabling the Norton Auto-Protect and Smart Firewall while using the installer
  • Restarting the computer
  • Uninstalling and reinstalling 3DExperience
  • Making sure that the "hosts" file in "C:\\Windows\\System32\\drivers\\etc" isn't set to read-only
  • Turning off VPN while installing 3DExperience
  • Running the 3DEXPERIENCELauncher as administrator

None of it works. I do have the logs for the software under Program Data, but I am not able to diagnose from them.

Help on this matter would be greatly appreciated!
