In Process Planning App in case of Assembly we should assign on operation MBOM objects, using in this operation. Assigned Part is NOT RESULT of operation. Output for this operation will be the RESULT(final part), which we use on a second step.

In case of Part Fabrication we should assign on operation MBOM object which we want to create. Only in this case "Synchronize Data with Planning" create correct result. What we get in ERP for this situation? In ERP we get incorrect result, because we need Stock for this operation.

As an example (see picture): 
We have 3 operation: Turning-Turning-Milling
If I want to use "Synchronize Data with Planning", I need to assign RESULT product to the Milling operation, but I have to assing stock for this operation. Resulting Product should be OUTPUT for this operation.
