When we investigate the case of an automotive manufacturer, Brake hydraulic oil should be defined in EBOM ? (which is one of the important elements for the operation of the car ) 

Also windshield wiper fluid has no direct effect on performance. But it is used in automobiles. Should this windshield wiper fluid be defined in EBOM or MBOM?

How do we separate whether we should define liquids in EBOM or MBOM ?
