Is there a reason the banner's don't automatically update when you change the security classification of an element? The manual process of selecting update banner is a potential security risk if a user forgets to update the banner and/or other diagrams that are using an element. 

It could also be tied the the diagram complete setting which would freeze the banner and any change to an element external to the diagram.
