How to display "hidden" files in Project Explorer in MS

I just switched to Windows 7 and am running MS SP 1.  I am manually editing cell and param files for CASTEP jobs to use keywords that the MS does not know about.  Up to now I have been using an external editor to edit the files, but I would like to display the "cell" files as well within the project explorer within MS Visualizer.  I thought this would just be a case of using the Appearance setting in the control panel to "Show invisible files", however, the cell files are still not showing up and they are certainly there.  How can I get the project explorer to display these files so I can edit them within MS?  As you probably can tell, I am more of a unix expert than Windows expert, and I am surprised to find it is this hard to find (or am I missing something).  I should add that the online help of MS says

Note: The .cell file is hidden by default. Select Tools | Folder Options... | View | Show hidden files and folders from the menu bar in Windows Explorer to access the file.

The trouble is there are no folder options in the Tools menu within MS and there is no "Tools" menu in Windows Explorer as far as I can see as well.

Any suggestions?
