Cannot reach remote license server

Trying to install Discovery Studio. Have installed the license server and client on my on-campus Windows 10 machine. Everything works on the server. However, I cannot get my off-campus Windows 10 client machine to connect to the license server. Here is the error message:

I have replaced the actual numerical IP address numbers with "X".

Some questions:

1. Do I need to use a numerical hostname equal to the IP address in the license file?

2. Do I need to install a license file on the client machine?

3. Do I need to be connected to the campus backbone using VPN?
