Problems installing any roles from the Dashboard

Hello,
i am running into trouble installing any App from my Dashboard. The 3DEXPERIENCE Launcher has been successfully installed,i did not have any 3DEXPERIENCE or Dassault Systemes programs installed on this machine before.
The problem occurs when trying to install Apps from my browser based dashboard: I click an app(e.g. Part Design),select install with all roles containing Part Design and wait. The gray window in the bottom left reads "Installation starting" and after a few seconds goes to "Installation error" without further specification of the error.
I have retried using different browsers,so far i have used Firefox,Chrome and Edge,all gave me the same result. The Launcher's installation path is the default path select by the installer,on the C:\\ drive with no excessively long path names. The diagnostics function inside the Launcher options shows no errors. The CloudEligibility screenshot is attached.
My system specs are as follows: Windows 8.1 64bit
Gigabyte Z77 DS3H mainboard
Intel i5 3570k
Asus strix GeForce GTX970 ( I know of a colleague who runs the same graphics card and operating system with no error,another had the same error on win10 with a different graphics card but that has been resolved by the latest hotfix.)
I have also tried reinstalling the 3DExperience Launcher including full system reboots to no avail.
As far as i could tell,all registry keys associated with the launcher were removed during the uninstallation process.
