Problem starting 3DExperience

Hello
I have a problem starting 3DExperience. When the application window is opened, the "3DExperience - Incident Report Manager Message" window pops up for 3 seconds, then the "The session needs to be restarted; we apologize for the inconvenience" window pops up and after clicking OK the application closes.
Has anyone had a similar problem and would be able to help?
I say right away that reinstalling the application and reinstalling Windows did not help.
