When the install displayed C: as the target en there was not enough room. The BROWSE button was used to select a drive with enough storage. The install splash screen showed the new install location but the final splash screen still complained that there was not enough space.  I clicked YES anyway since the D: was displayed on the previous screen.  C drive filled up.  How does one force the installer to go to a drive with enough storage?
