Can not start apps, stuck in 3DExp Launcher download loop...

Hello.


For the last 4 months I was able to use different Catia apps. It ended on November 08th. Everytime I try to start an app the pop-up window for downloading the 3DExperience launcher pops. Obviously, it was already installed so I tried the problem solving options with no favorable results. Run Diagostics shows all lines checked and all port numbers I tried (numbers provided by Launcher) failed the same.   

 Also, downloaded the installer and tried Repair, Removing and Reinstalling and also removing from Windows add/remove programs and reinstaling again but situation doesn't change.

I've spent many hours navigating 3DExperience platform for help and solution but unfortunatelly, still stuck in the "Download Launcher loop".
