I have been trying to install 3D version and get this error. I have attempted several different workarounds in order to install 3DExperience without success (using domain administrator account, modifying permissions on the target system file etc). Again, this issue is not related to administrative rights or lack thereof. I have made sure to provide my user account with local admin rights,
