Is it possible to pick a configuration of a part within a sub-assembly based on a component or sketch in the top level assembly?

The diameter shown is the driving dimension The flanges are within the tool sub-assembly and are produced in set sizes. I'd like the flange configuration to be selected based on range within the driving dimension.
