I'm stuck and can use some help please.

How can I locate annotation notes precisely to lines/arcs/points such that the annotation note moves when the lines/arcs/points move?

This is a sketch that is drawn on a drawing.

It's actually part of a new border. I "Edit Sheet Format"  and draw a bunch of lines and add text.

After getting everything as I want it on an ANSI-B size, I change the border to another size ANSI-A.

I have everything dimensioned so changing the size of the lines is a simple dimension edit, but, the text doesn't move.
