How can I create a strctural member using a new profile using weldments.

I have got some vague idea like a "Lib Feat Part" need to defined and use that to create the structure.

But not sure wether I am doingthe right thing. 

That means I have to customize these 3 parameters as shown in the snip. How can I o that ?
