concurrent engineeering

We are a small manufacturingfirmwith ~15 seats of SWX07.

We have never used a PDM system as we have very successfullyusedSWX  "open external refs as read-only" setting toensuredesigners only take ownership of their active file.

We are experiencing problematic behavior with SWX07'shandlingof
read/write access.
 
SWX2006:
We had Open External References Read-Only checked.
Designer #1 would open a main asm and have Write Access inthatmain
asm. ALL sub-assemblies and details in the assembly structurewouldbe
Read-Only, and all other Designers would have Write Access toallother
assemblies & parts, if they were to open one of them.
 
SWX2007:
We have the settings set up the same way: OpenExternalReferences
Read-Only.
Designer #1 opens main asm and has Write Access to it.
Designer #2 opens a sub-asm of the main asm, Designer #2hasWrite
Access to the sub-asm.
Designer #2 attempts to open a part file of subject sub-asm,andfinds
that he is locked out of it because "Designer #1 has itopenfor Write
Access".
 
This is NOT how 2006 performed. Is this a bug, or do we needtochange
something on our end?

I have submitted this to our VAR over a week ago.  Nohelp asof yet.
