New Skip Weld Command to create Stitch Welds for Arc Welding

A new command is introduced to reduce the time needed to create stitch welds. Typically to create multiple weld segments along a single seam, you would need to drag the beginning and end of the created trajectory to the appropriate length and location, and then repeat the process several times. The new Skip Weld function divides up a weld seam into segments. The segments can be length driven, or you can input the number of segments you want along the seam. You can also modify the length of the beginning and/or end seam. This new enhancement is available in in Release 2021xFD02. It is also available in R2020xFD04 and R2019xFD10 using the environment variable DEL_ARC_SKIPWELDING=1
