I am trying to use a legend to color code requirements the comply or do not comply based on the margin number.

Is there a way to specify in the elements by condition that I'd like to compare a property called "Capability Margin" to an arbitrary number? I am also open to other, more elegant ways to do this as I'm still relatively new.
