I've checked the java args...and it does have the UTF-8 encoding set.

This is a problem with datahub going from Cameo to Jama.  Going from Jama to Cameo works better, but not all requirements are coming over.

I tried to trick the system by moving one package over to a Jama folder and that worked for the folder.  Then I tried to sync and only some of the requirements were brought over to Jama from Cameo.
