Cameo Teamwork Cloud Admin Console not running on port 8111

We are installing Cameo Teamwork Cloud on Windows, with a Cassandra database on Linux. We are finding that admin console is not running on port 8111 and the authentication service page on port 8555 reports in the logs that port 8111 has a "system error" but gives no more clues than that.

I cannot find a log file for the admin console. Can anyone please point me in the right direction to debug why the server on port 8111 isn't starting?
