3DX Launcher Issue

I currently have an ongoing issue occurring with my 3D Experience Launcher. When trying to open an app from the dashboard, it takes me to the page to download the launcher even though it's already downloaded. I have tried to repair the files this doesn't solve the issue, and the same pop-up shows. I have also tried uninstalling all files for the launcher and files connected to 3D Experience, and when redownloaded, the same pop-up keeps appearing every time I try to open an app. Any further help on how to solve this issue would be much appreciated.
