Inchs in mm

I apologize for asking this question when the answer surely already exists, but I'm trying to change the units of a model from inches to millimeters. Changing the units and scale works, but when I click on the sketch, it's 25.4 inches smaller than the model. What I would like is simply for the sketch to be identical in both millimeters and inches.
